The Victory Nationals were sailed August 21-22, 1999 on Glorietta Bay (South Bay) in beautiful San Diego. Coronado Yacht Club hosted the event. Roy Kutz, with Ian Beswick of Seattle crewing, won the event by a narrow margin.
Race One was sailed in 5-8 knots of wind. Michael Keane of San Diego showed his good speed and finesse by taking the gun.
By the start of the second race, the wind was up to 12 knots. Michael Keane and Chuck Phillips of Fresno got off to a good start heading to the favored right hand side of the course while Roy Kutz was clearing the start line after being over early. However, the windward mark was drifting down wind. While Keane and Phillips continued to the right corner, Kutz sailed through the fleet and rounded first, eventually winning the race. Keane and Phillips would take 6th and 7th place respectively.
The third race, sailed in 12-16 knots of wind with small chop was handly won by Kutz with Phillips second and Keane third.
At the dock, after the race, Phillips would lodge a protest claiming the drifting mark in race two was unfair. The protest committee decided to hold the hearing the following day, After the regatta.
On Sunday, the winds were very light and shifty. With the post regatta protest hearing looming, nobody knew what their strategy should be, as the series would have different results if the second race were counted or discarded.
The fourth race saw the team of Chuck Phillips/Scooter Holmes take an enormous lead which they would not relinquish. The ever consistant Michael Keane would finish second. San Diegan Kim Carter would finish third, while Kutz would pass San Diegan Erich Hoffman at the line to finish fourth. One point that would prove important later.
The fifth race would see even more dramatic wind shifts in a slowly diminishing breeze. Boats positions would change dramatically throughout the first beat. The race committee would shorten the course finishing boats at the last leeward mark. Kim Carter and David Love would win the race comfortably with Kutz finishing second.
After the race, the protest committee would discard the second race, making the top places much closer in score. Michael Keane and Roy Kutz would be tied with nine points, each with one bullet. Kutz would beat Keane in the tie breaker with two second place finishes to Keane's second and third.
